Boehner Hopes Senate 'Gets Off Their Ass'

House Speaker John Boehner used some choice words to pressure Senate Democrats to avert the looming sequester - $85 billion of arbitrary across-the-board cuts - insisting that "the House has done its job" and the burden to offer an alternative before the cuts strike Friday is on the president's party.

"We have moved the bill in the House twice," Boehner, R-Ohio, said. "We should not have to move a third bill before the Senate gets off their ass and begins to do something."

Hours later, Senate Majority Leader Harry Reid, D-Nev., said the speaker needs a reality check about who is sitting idly by as the impending sequester cuts prepare to take hold at the end of the week.

"He should understand who is sitting on their posterior," Reid told reporters at a Capitol news conference Tuesday. "We're doing our best here to pass something. The speaker's doing nothing to try to pass anything over there. He's falling back onto what he said they did last Congress.

"Well, we have something called the constitution that you have to start over again every two years and the reason he's not bringing something up over there is because he cannot pass it. He can't get his caucus to agree on anything as we learned last year," Reid continued. "So he can't say to us, 'Why don't you get something done' when he hasn't even been trying to get anything done."

Reid used the word "ass" twice when describing Boehner's earlier remarks.

"I was raised in a little town that had 13 brothels in it so I'm used to some pretty salty language as you know," Reid said before repeating Boehner's use of the profane language. "The speaker today said - he's not that category for sure - but Boehner hopes [the] Senate gets off their ass. And it's quite interesting, we should not have to move a third bill before the Senate gets off their ass and begins to do something."

House Republicans voted twice during the 112 th Congress to narrowly pass legislation to offset sequestration with alternative savings, but those measures languished in the Senate and expired with the end of the session.

Reid suggested the $85 billion in across the board cuts should go into effect if Republicans won't agree to increasing taxes as a means of averting the sequester.

"Until there's some agreement on revenue, I believe we should just go ahead with the sequester," Reid said.

Boehner criticized President Obama for taking a Virginia road trip "to use our military men and women as a prop in yet another campaign rally to support his tax hikes."

"I don't think the president's focused on trying to find a solution to the sequester," he said. "For 16 months, the president's been traveling all over the country holding rallies, instead of sitting down with Senate leaders in order to try to forge an agreement over there in order to move the bill."

Considering Republicans have not acted in the current session of Congress on any legislation to replace the sequester, House Democrats question whether there is sufficient support to pass the old GOP proposal.

"I don't think I need to give the Speaker a lesson in legislating or how government runs, but whatever was done last year that didn't get signed into law has evaporated. It is gone. It does not exist," California Democratic Rep. Xavier Becerra, the chairman of the House Democratic Caucus, said today. "This is a new year, a new session of Congress and it's time for everyone to get to work."

Boehner deflected a question whether he believes his weakened majority could pass the Republican bill again, and returned his attention to pushing for a vote in the Senate.

"It's time for the Senate to act. It's not about the House," he responded. "We've acted."

"Where's the president's plan to avoid the sequester? Have you seen one? I haven't seen one," Boehner added. "All I've heard is that he wants to raise taxes again. Where's the president's plan? Where's the Senate Democrat plan? I want to see it."

Republican senators held strong on their view that the president needs to agree to spending cuts in order to avert the looming sequester, and Senate Minority Leader Mitch McConnell said he's willing to provide the president with the "flexibility" to find those cuts.

"Senate Republicans do not believe that it's a good idea to walk away from that commitment to cut spending," McConnell said. "My own view is I'd be happy to provide the president with the flexibility to do that differently than the way it's mandated in the sequester."

"This is not an issue or problem that needs to be solved or attempted to be solved by raising taxes again," Senate Minority Whip John Cornyn, R-Texas, added following lunch with his GOP colleagues in the Capitol. "The president got his pound of flesh in the fiscal cliff negotiation, $600 billion in additional taxes over 10 years. Now it's time for the balanced part of that equation which means we have to rein in federal spending."

McConnell also told reporters Republicans may present several alternatives to the Democrats' sequester proposal later this week, but Reid said he would not allow multiple Republican bills to be considered.

"The agreement was they'll have a bill. We'll have a bill. That's fair enough," Reid said.

Senate leaders are expected to introduce and vote on their respective plans later this week, perhaps by Thursday.

Reid accused Congressional Republicans of being "part of the problem" in finding a solution to the upcoming cuts, pressing for new tax increases to help offset the sequester.

"We want to work with Republicans to come to a balanced responsible way to reduce this sequester, the impact of it. My republican colleagues are standing in the way," Reid, D-Nev., said on the Senate floor. "They only want cuts and more cuts."

Although McConnell has said he is not interested in a last-minute deal, Boehner said "If the Senate acts, I'm sure the House will act quickly."

The House is meeting for legislation business today, although no action to avert the sequester is expected. The House also meets Wednesday and Thursday, but is currently not expected to be in session on Friday.

Reid suggested the $85 billion in across-the-board cuts should go into effect if Republicans won't agree to increasing taxes as a means of averting the sequester.

"Until there's some agreement on revenue, I believe we should just go ahead with the sequester," Reid said.

After two months of moderately placed big game releases, March arrives to put a hurtin? on your bank account. There?s a number of big games on the horizon, such as Bioshock Infinite, Sim City and Gears of War JudgEment. But it?s Tomb Raider that happens to be receiving the fair share of public adoration right now. It?s a reboot that has Lara Croft revealing how she became a tomb plunderering lady, and it?s doing this without the need for top-heavy visual eye-candy. So what?s the game like then? And more importantly, can your PC run it?

Games Master UK has the first review for the game, and they apparently love it. They love it 90/100, to be exact. The monthly magazine proclaims that the Tomb Raider reboot sets a new benchmark for not only the series, but for the genre as well. From the magazine via VG24/7:

Fiennes pulls out of Antarctica trek

Sir Ranulph's team mate Ian Prickett: "We could be in for a week, we could be in for another day"

Sir Ranulph Fiennes has pulled out of an expedition across Antarctica in winter because of severe frostbite.

The 68-year-old was injured after a fall while skiing during training at a base camp in Antarctica. He used his bare hands to fix a ski binding in temperatures around -30C.

His evacuation to South Africa is being hampered by blizzard conditions.

Sir Ranulph is said to be "gutted," but his five team-mates will still embark on the 2,000-mile (3,219km) trek.

Tony Medniuk from the 'Coldest Journey' expedition said Sir Ranulph had been due to lead the team from the front on skis, and had been practising his skiing in whiteout conditions when he fell.

"In seeking to reattach his binding he felt that he couldn't get it on and had to take his glove off in very cold conditions and exposed his hand to snow and as a consequence he has contracted frostbite," he told the BBC.

Frostbite

  • Frostbite is damage to the skin and tissue due to exposure to freezing temperatures
  • It can affect any part of the body, but extremities like fingers, ears, the nose and toes, are particularly vulnerable
  • When it is cold the body diverts blood flow from the extremities to vital organs like the heart and lungs
  • As the blood is redirected, the extremities get colder and fluid in these tissues begin to freeze
  • Initially you may feel pins and needles and painful throbbing, but as the tissues freeze the area becomes numb
  • Ice crystals form, damaging cells, and the low blood flow starves the tissue of oxygen
  • If the blood flow is not restored soon enough the tissue will die and may need to be amputated
  • Almost all cases of frostbite can be prevented by wearing appropriate clothing and avoiding unnecessary exposure to cold

"After five years of preparation, a small slip like this and a few moments can undermine the most meticulous preparation," he added.

The team is attempting to evacuate Sir Ranulph by transporting him by skidoo to the Princess Elisabeth Station, about 70km away from his current position. From there he will be flown to Novo to get a connecting flight to Cape Town.

Blizzard conditions are currently making any evacuation impossible and Sir Ranulph will be unable to move until conditions ease.

The trek is known as The Coldest Journey on Earth. No human being has managed to walk across Antarctica in winter.

The team will face some of the toughest conditions on Earth - near permanent darkness and temperatures dropping close to -90C.

The expedition - from the Russian base of Novolazareskaya to the Ross Sea - is due to begin on 21 March, the start of winter, and is expected to take six months.

The journey is to benefit Seeing is Believing, a charity which tackles avoidable blindness.

Sir Ranulph's past feats include becoming the first person to reach both poles by surface means and the oldest Briton to reach the summit of Mount Everest, aged 65.

Guinness World Records describes him as the world's greatest living explorer.

This is not the first time the explorer has experienced frostbite. In 2000, he lost the fingers on his left hand during an unaided attempt to reach the North Pole.

When he returned to the UK, he was told he would have to wait several months before they could be amputated to allow the partially damaged tissue to heal. But he decided to do the job himself and carried out the amputations using a fretsaw.

Hubble sees a glowing jet from a young star

Feb. 24, 2013 ? The Hubble Space Telescope has captured a new image showing an object known as HH 151, a bright jet of glowing material trailed by an intricate, orange-hued plume of gas and dust.

It is located some 460 light-years away in the constellation of Taurus (The Bull), near to the young, tumultuous star HL Tau.

In the first few hundred thousand years of life, new stars like HL Tau pull in material that falls towards them from the surrounding space. This material forms a hot disc that swirls around the coalescing body, launching narrow streams of material from its poles. These jets are shot out at speeds of several hundred kilometers (or miles) per second and collide violently with nearby clumps of dust and gas, creating wispy, billowing structures known as Herbig-Haro objects -- like HH 151 seen in the image.

Such objects are very common in star-forming regions. They are short-lived, and their motion and evolution can actually be seen over very short timescales, on the order of years. They quickly race away from the newly-forming star that emitted them, colliding with new clumps of material and glowing brightly before fading away.

Whether you are looking to build a repository for a major research project or simply hoping to organize journal articles, Mendeley (Free) offers an elegant solution to document management. With 1GB of free cloud-based storage (upgradable to two for $5 per month, 5GB for $10, or unlimited for $15), cross-platform compatibility, and iOS apps, you will always have access to your Mendeley library, but, thanks to web browser and Microsoft Word plugins, you will not feel tethered to it. Mendeley pairs nicely with browser-based research manager Zotero 3. Now entering its seventh year of development, Zotero handles documents with greater ?lan; however, many scholars, educators, and students?especially those in the sciences?may find they prefer Mendeley for its collaboration options.

Accommodating Research
After I finished reviewing Zotero, I committed myself to the browser-based research assistant. It was a big step for me. I upgraded my account from the standard storage (a paltry 300 megabytes) to a premium plan (two-gigabytes for $20 annually), and even made Firefox (free, 4 stars) my default web browser. It all happened so fast. Needless to say, when I heard about Mendeley, I was curious, but skeptical. Certainly, I had heard good things about its academic social network, but would I have to start over? And, if not, how much trouble would it be to integrate Mendeley into my workflow?

Mendeley makes promiscuous research awfully enticing. In fact, I was prompted to sync my Zotero library upon launching the application. The word sync, not import, is a crucial distinction: Because Mendeley synchronizes with my Zotero, I can add books and articles to Zotero and they automatically appear in Mendeley. (the inverse, however, is not true). Mendeley can also watch a folder for new documents (e.g. a Downloads folder).

Although Mendeley was quick to recognize all of the files in my 350-megabyte Zotero library, synchronization with Mendeley?s cloud-based storage was another story. It took three attempts to complete synchronization. This would be less of an issue if synchronization did not prevent sharing or accessing shared folders. Instead, my testing was put on hold until I had synchronized my entire library with Mendeley?s cloud. Fortunately, the cloud is voluminous for a free service: A gigabyte of online storage goes a long way with PDFs and Word documents.

Local, Public, and Private Folders
Mendeley reproduced my Zotero folder hierarchy. I added folders within folders to see if the software would scale to the demands of a larger research project. While the applications lags more than it ought to (I test on a two-year-old MacBook Pro), I have no complaints about the elegant user interface. Adding new documents is as simple as dragging onto folders. Mendeley captures metadata from PDFs and accepts notes, tags, and keywords?all searchable.

Mendeley offers two kinds of groups: public (ideal for reading lists) and private (perfect for sharing sources, references, or drafts of living projects). For free, Mendeley allows one of each?otherwise you need what Mendeley calls a ?Team Plan? ($49 per month). This may sound stingy, but do not forget the voluminous online storage (a gigabyte) and baroque folder hierarchies. Because public groups only support metadata, they use next to no storage. Collaborators can still proffer sources and add notes. Given the public availability, perhaps I will solicit other feedback in the future. Unfortunately, for those in the humanities, Mendeley is a science-centric ecosystem. (A search for ?American literature? produced one direct match, ?Early American Literature,? with just seven members and 19 papers).

I preferred private group sharing. I invited several colleagues (via email) without leaving the application. Although basic metadata is available through the Mendeley website, advanced features, such as previewing and annotating documents, requires Mendeley Desktop. Although my collaborators complained about having to install a dedicated application, they quickly praised the tabbed interface, through which they could mark up multiple documents in the same window. All edits automatically save to the local library; however, we quickly learned that you must manually click the ?Sync? button for changes to take effect.

Most of?Guam's?native bird species are extinct because of the snake, which reached the island's thick jungles by hitching rides from the South Pacific on U.S. military ships shortly after World War II. There may be 2 million of the reptiles on?Guam?now, decimating wildlife, biting residents and even knocking out electricity by slithering onto power lines.

More than 3,000 miles away, environmental officials in Hawaii have long feared a similar invasion ? which in their case likely would be a "snakes on a plane" scenario. That would cost the state many vulnerable species and billions of dollars, but the risk will fall if?Guam's?air-drop strategy succeeds.

"We are taking this to a new phase," said Daniel Vice, assistant state director of U.S. Department of Agriculture's Wildlife Services in Hawaii,?Guam, and the Pacific Islands. "There really is no other place in the world with a snake problem like?Guam."

Brown tree snakes are generally a few feet (1 meter) long but can grow to be more than 10 feet (3 meters) in length. Most of?Guam's?native birds were defenseless against the nocturnal, tree-based predators, and within a few decades of the reptile's arrival, nearly all of them were wiped out.

The snakes can also climb power poles and wires, causing blackouts, or slither into homes and bite people, including babies; they use venom on their prey but it is not lethal to humans.

The infestation and the toll it has taken on native wildlife have tarnished?Guam'simage as a tourism haven, though the snakes are rarely seen outside their jungle habitat.

The solution to this headache, fittingly enough, is acetaminophen, the active ingredient in painkillers including Tylenol.

The strategy takes advantage of the snake's two big weaknesses. Unlike most snakes, brown tree snakes are happy to eat prey they didn't kill themselves, and they are highly vulnerable to acetaminophen, which is harmless to humans.

The upcoming mice drop is targeted to hit snakes near?Guam's?sprawling Andersen Air Force Base, which is surrounded by heavy foliage and if compromised would offer the snakes a potential ticket off the island. Using helicopters, the dead neonatal mice will be dropped by hand, one by one.

U.S. government scientists have been perfecting the mice-drop strategy for more than a decade with support from the Department of Defense and the Department of the Interior.

To keep the mice bait from dropping all the way to the ground, where it could be eaten by other animals or attract insects as they rot, researchers have developed a flotation device with streamers designed to catch in the branches of the forest foliage, where the snakes live and feed.

Experts say the impact on other species will be minimal, particularly since the snakes have themselves wiped out the birds that might have been most at risk.

"One concern was that crows may eat mice with the toxicant," said William Pitt, of the U.S. National Wildlife Research Center's Hawaii Field Station. "However, there are no longer wild crows on?Guam. We will continue to refine methods to increase efficiency and limit any potential non-target hazards."

The mouse drop is set to start in April or May.

Vice said the goal is not to eradicate the snakes, but to control and contain them. Just as the snakes found their way to?Guam, they could stow away on a ship, or more likely the cargo hold of an airplane, and begin breeding on other islands around the Pacific or even the U.S. West Coast.

That "snakes on a plane" scenario has officials in Hawaii on edge. The islands of Hawaii, like?Guam, lack the predators that could keep a brown tree snake population in check.

Native Hawaiian birds "literally don't know what to do when they see a snake coming," said Christy Martin, a spokeswoman for the Coordinating Group on Alien Pest Species, a partnership of Hawaii government agencies and private organizations.

A 2010 study conducted by the National Wildlife Research Center found brown tree snakes would cause between $593 million and $2.14 billion in economic damage each year if they became established in Hawaii like they are on?Guam. Power outages would cause the most damage, followed by a projected decline in tourism. The cost of treating snake bites would account for a small share.

"Once we get snakes here, we're never going to be able to fix the situation," Martin said.

Though the snakes are native to Australia and Papua New Guinea,?Guam?is much closer to Hawaii and its snake population is much more dense, meaning it is the primary threat for snake stowaways.

So far,?Guam's?containment seems to be working. Only a few brown tree snakes have ever been found in Hawaii, and none over the past 17 years.

"If we continue doing what we are doing, the chance of success is very high," Vice said. "If what we are doing stops, I think the possibility of the snakes getting to Hawaii is inevitable."

Watson the only top 10 seed left at Match Play

MARANA, Ariz. (AP) ? Rory McIlroy and Tiger Woods now have plenty of company ? somewhere other than the Match Play Championship.

One day after the best two players in the world went home, more top seeds followed Friday when golf's most unpredictable tournament served up another reminder that the only time the word "upset" should be used is to describe the guys who are no longer playing.

Luke Donald, the No. 3 seed who is regarded among the best in match play, suffered his worst loss in 25 matches at this tournament. Louis Oosthuizen (No. 4) and Justin Rose (No. 5) never even reached the 17th tee when it was time for them to leave.

When another wild day ended at Dove Mountain, Masters champion Bubba Watson was the last man standing among the top 10 seeds.

"This game ... it's a toss-up," Watson said after going 22 holes to beat Jim Furyk. "You can't really judge who's going to win, or bet who's going to win. It really means nothing, is what I'm saying."

At least he's still playing, even though he made it hard on himself.

Watson missed a 5-foot birdie putt on the 18th hole that would have won the match. He missed another 5-foot birdie putt on the first extra hole. He had to stand to the side of the green as Furyk stood over a 12-foot putt to win the match. Given new life, Watson finally advanced to the third round.

It was the first time since this World Golf Championship began in 1999 that only one top-10 seed was remaining after two rounds.

"I think we're beyond surprises, in this event especially," Graeme McDowell said after needing 20 holes to beat Alex Noren. "Anybody can have a great day and anybody can have a tough day. It's what makes the game exciting, and it's what makes this game extremely fickle and extremely frustrating."

And fun?

"Yeah, it's fun when you're sitting in a car coming back from a second playoff hole having won," McDowell said. "I drove past Alex Noren in the car park and he's dragging his flight bag to the locker room. And he's not having fun."

Donald, who birdied his last two holes Thursday to win his opening match, didn't know what hit him.

Scott Piercy won the first three holes, and if that wasn't enough, he hit a 4-iron into the cup for eagle on the fifth hole and was on his way to a 7-and-6 win, a margin known as a "dog license" in Britain. Back in the day, it used to cost 7 schillings and six pence.

Donald felt like a wounded pup.

"Losing (stinks) and it's very disappointing," Donald said. "But I would have liked to have given him a bit better of a match."

Piercy is having a blast in his first match play since he won $2 million in Las Vegas for something called "The Ultimate Challenge," which was two days of match play and two days of stroke play.

All he can get from this event is $1.5 million, and he still has to win four more times, starting with Steve Stricker on Saturday.

Robert Garrigus never trailed against Oosthuizen ? Garrigus hasn't trailed at all this week ? and sounded as though he had penciled himself into the final.

"I looked at all the guys in my bracket and I was like, 'I can beat him. I can beat him. And I can beat him.' If I'm playing well and putting well, I'm going to be hard to beat. And a lot of guys will tell you that, too, because I hit the ball in the fairway. Because these fairways are huge, and if I can keep it out of the bushes, I'll be all right out here."

He'll find out Saturday morning against Jason Day, who overcame a clutch putt on the 18th hole to beat PGA Tour rookie Russell Henley on the 19th.

Shane Lowry earned a footnote in history at this 15-year-old tournament. After knocking out McIlroy on the 18th hole of the first round, the burly Irishman became the first No. 64 seed to advance to the third round. This wasn't that difficult, as he seized control early and beat Carl Pettersson, 6 and 5.

"I would have been all right to beat Rory, but to lose in the second round is not what I want coming here this week," Lowry said. "I wanted to go on. I feel like I could potentially do very well in this tournament."

Two more wins on Saturday and Lowry will qualify for the next WGC event at Doral in two weeks. But there will be only one Irishman left standing on Saturday. Next up for Lowry is McDowell, who plans on having dinner Friday night.

"I always think that Shane has got three or four of the qualities that are required to be a great player," McDowell said. "He drives the ball well, he's got a phenomenal short game, and he's got guts. I really feel like he's got those three qualities and he always has had them. It never surprises me when he does things like this on the biggest stage. I think he's a very quality player and he's certainly one to look out for in the future. I just hope he doesn't go crazy on me in the morning."

The other giant killer, Charles Howell III, wasn't so fortunate. Gonzalo Fernandez-Castano, who had to finish his 1-up win over Francesco Molinari in the morning, never lost a hole in a 6-and-5 win. Howell, one day after beating Woods, didn't make a single birdie.

In other matches:

? Defending champion Hunter Mahan had an easy time with Richard Sterne to win his eighth straight match, and next faces the last player to beat him in this event ? Martin Kaymer, who defeated Rafael Cabrera Bello of Spain.

? U.S. Open champion Webb Simpson made a 15-foot birdie putt on the 18th hole to beat Peter Hanson.

? Steve Stricker came out of retirement and knocked out Nick Watney on the 21st hole. It was the first time Watney has failed to reach the third round in this tournament, though it wasn't from a lack of effort. He birdied four of the last six holes to force overtime, scrambled for par from a desert bush on the second extra hole and ended his long day with a bogey to lose. Stricker next plays Piercy, and the ease with which Piercy won caught his attention.

"Anybody can beat anybody, so that doesn't surprise me that he beat Luke," Stricker said. "But 7 and 6 surprises me. Was he 7-under through 12, did I hear? Maybe he used them all up today."

? Ian Poulter built a big lead over Bo Van Pelt and hung on to win on the 17th hole. Poulter is the No. 11 seed and faces Tim Clark of South Africa.

"I played the type of golf that's going to be tough to beat," said Poulter, the 2010 winner of the Match Play. "I had seven birdies, no bogeys, and when you play like that, then obviously it's going to be a tough day for him."

The tough part for Van Pelt was leaving. He later tweeted that he had to remove golf tees from his bag to meet the 50-pound weight limit for luggage on the flight home.

Under beautiful sunshine and mild temperatures, the snow-delayed tournament is almost back on schedule. The third round will start Saturday morning, followed by the quarterfinals Saturday afternoon. Of the 16 players remaining, Europe and the United States each have seven players. Four matches Saturday morning will be U.S. against Europe.

NASHVILLE, Tenn. (AP) ? Mindy McCready's funeral has been scheduled for Tuesday in her hometown of Fort Myers, Fla.

The funeral for the late country star will be held at Crossroads Church. A Friday news release says a Nashville memorial organized by friends and the music community is tentatively scheduled for March 6 at Cathedral of the Incarnation.

McCready committed suicide Sunday at her home in Heber Springs, Ark., days after leaving a court-ordered substance abuse treatment program. The 37-year-old mother of two died from a single gunshot to the head about a month after her longtime boyfriend David Wilson was believed to have killed himself in the same location.

Apple thefts inspire NYPD smartphone squad

(CNN) -

As New York City thieves steal smartphones and tablets in ever greater numbers, the NYPD has assigned a group of officers to hunt down the devices.

The NYPD launched the team about a year ago "when we saw a spike in (thefts of) Apple products specifically," Deputy Commissioner Paul Browne said.

An Apple-picking problem on New York City's streets and subways has worsened in recent years. The overall crime rate in the city increased 3% last year -- but "if you subtracted just the increase in Apple product thefts, we would have had an overall decrease in crime in New York," Browne said.

Generally, the NYPD team's first step in tracing pilfered gadgets is obtaining the stolen device's serial number. Then "we supply it to Apple, and we say, when that product is activated, we want to know who it is," according to Browne.

The tech giant has largely cooperated with the NYPD's subpoenas. "I would say we're working with them. They're not fighting this," Browne said.

Apple did not respond to a request for comment.

The NYPD's detectives have found that stolen smartphones and tablets don't tend to travel far.

About 75% of them stay in the city of New York, Browne said. And those that cross city limits are still likely to be in the state.

Browne did not quantify how successful the department has been at tracing stolen smartphones and tablets, but he did cite a few cases that had happy endings.

In one, an employee stole three iPads from his workplace, then gave them to two relatives in New York and one in the Dominican Republic. The NYPD was able to return all three to their rightful owners.

Sometimes the trail leads back to the person who swiped the iPhone; other times it leads to an unwitting owner of stolen property.

While the officers on the NYPD's smartphone squad don't focus exclusively on Apple products, they do spend most of their time chasing stolen iPhones or iPads, "simply because the number of Apple thefts is a reflection of their general popularity," Browne said.

Law-enforcement agencies like the NYPD aren't alone in targeting smartphone and tablet theft. The industry is taking steps to address it, too.

In a letter to the chairman of the Federal Communications Commission, the wireless industry's trade association last year released details of a voluntary effort to "help law enforcement deter smartphone theft."

A major plank of that effort is the creation of a database for smartphones that are reported stolen. Phones on the database, which is scheduled to be up and running at the end of November, would be barred being activated or provided service on an LTE network in the United States.

Obama, GOP see no need to stop the cuts

Washington: Unlike in earlier rounds of budget brinkmanship, President Barack Obama and congressional Republicans both seem content to fight out their latest showdown on the current terrain, let across-the-board spending cuts take effect on March 1 and allow them to stay in place for weeks, if not much longer.

This time, there is no market-rattling threat of a government default to force the two sides to compromise, no federal shutdown on the short-term horizon and no year-end deadline for preventing a tax increase for every working American.

The rhetoric is reminiscent, for sure.

?So far at least, the ideas that the Republicans have proposed ask nothing of the wealthiest Americans or the biggest corporations,? Obama said this week as he campaigned to pin the blame for any negative effects on his political opponents. ?So the burden is all on the first responders, or seniors or middle class families,? he said in comments similar in tone to his re-election campaign.

Republicans, standing on political ground of their own choosing, responded sharply to the president?s fresh demand for higher taxes.

?Spending is the problem, spending must be the focus,? said House Speaker John Boehner of Ohio, while Senate GOP leader Mitch McConnell of Kentucky declared, ?There won?t be any easy off-ramps on this one. The days of 11th hour negotiations are over.?

A crisis atmosphere could yet develop this spring, when hundreds of thousands or even millions of threatened government furloughs begin to take effect and the spending cuts begin to bite. Already, Republicans are considering legislation to give the administration greater flexibility in making the cuts, a step that could minimise the impact on the public. It?s a step the White House says it opposes, although the depth of that conviction has yet to be tested.

At heart, the present standoff is yet another indication of the political resistance to a compromise curbing the growth of Medicare, Medicaid and possibly Social Security, a step that both Obama and Republicans say is essential to restoring the nation?s fiscal health. It is the last major remaining challenge in divided government?s struggle, now in its third year, to reduce deficits by $4 trillion (Dh14.69 trillion) or more over a decade.

Counting the across-the-board cuts now beginning to command the nation?s attention ? at a 10-year cost of $1.2 trillion ? the president and Congress have racked up more than $3.6 trillion in savings. Much came from spending, although legislation that Republicans let pass at year?s end raised taxes on the wealthy to generate an estimated $600 billion for the Treasury over a decade.

The so-called sequester now approaching was never supposed to happen. It was designed as an unpalatable fallback, to take effect only in case a congressional super-committee failed to come up with $1 trillion or more in savings from benefit programmes.

Now, more than a year later, Republicans are fond of saying that the idea itself originated at the White House.

That skips lightly over the fact that their own votes helped enact it into law.

Also that they decided a month ago that it marked the moment of most leverage in their struggle to manoeuver Obama and Democrats into curtailing benefit programmes. To accomplish that objective, they have already raised the debt limit without winning any cuts in exchange, a step they once vowed not to take. And within two weeks, they are likely to launch legislation making sure the government operates without interruption when current funding authority runs out for most agencies on March 27.

Republicans aren?t the only ones partial to verbal sleights of hand.

In a letter to lawmakers earlier this month, Health and Human Services Secretary Kathleen Sebelius sounded a series of alarms. The spending cuts ?could compromise? the health of more than 373,000 mentally ill or emotionally disturbed individuals, ?could slow efforts to improve? health care for American Indians and Alaska Natives, she wrote, and admissions to inpatient addiction facilities ?could be reduced.?

Could or could not. Soon or later. Nothing pinned down.

The administration hopes to win over the public and bring Republican lawmakers to heel, and it dispatched Transportation Secretary Ray LaHood to the White House briefing room on Friday.

?Come to the table and start talking? to find a way to avert the cuts, the former GOP lawmaker urged members of his own Republican Party.

Peppered with sceptical questions, LaHood directed reporters to his department?s website, with a listing of more than 300 air traffic facilities where overnight shifts could be eliminated or perhaps closed entirely.

Asked if his office was receiving unhappy calls from the public, he got to the political point.

?My phones will ring from members of Congress [asking] ?why is my control tower being closed??? he said.

UK downgrade pressures reluctant Osborne to change course

LONDON (Reuters) - Britain's finance minister insisted on Saturday he would not change course after the loss of the country's 'AAA' credit rating but George Osborne is facing pressure to do just that as his bet on austerity falters ahead of the 2015 election.

Moody's dealt Britain its first sovereign rating downgrade on Friday, saying the $2.5 trillion economy faced years more sluggish growth and debt would continue to rise until 2016.

Economically the one-notch cut will have limited importance -- most of Europe, Japan and the United States have already suffered the same fate and Britain continues to borrow at historically low rates.

But politically it is toxic for Osborne who has repeatedly vowed to protect the top credit rating since the 2010 election campaign. The downgrade exposes him to opponents who say his failure to deliver economic growth is driving Prime Minister David Cameron towards electoral defeat.

Osborne said on Saturday the move by Moody's showed he was right to focus on restoring Britain to fiscal health, arguing that only by doing that will the conditions for growth be restored.

"I am absolutely determined to make sure we deal with our problems, to make sure that Britain stays the course, to make sure that it doesn't take from this credit rating the wrong message which is we should go and borrow a lot more," the 41-year-old Chancellor of the Exchequer said.

"I'm absolutely clear we're not going to do that."

For investors, the downgrade underscores Britain's predicament: a debt-ridden, stagnating economy which has kept bond yields low in large part thanks to the Bank of England becoming the world's biggest investor in UK government debt by buying it with newly printed money.

"Osborne no longer has any place to hide or anyone to blame," said David Blanchflower, who served on the Bank of England's interest rate setting committee from 2006 to 2009.

He said the minister should "stand up, be a man and accept responsibility for the worst recovery in 100 years" and, in a message on Twitter, suggested a swift cut to value-added tax, a labor tax holiday for workers under 25 and incentives for investment and hiring to kick start growth.

Osborne can take comfort from Moody's confidence that his austerity plan would eventually "reverse the UK's debt trajectory".

A Treasury official noted Moody's had given the UK's credit rating a stable outlook, meaning little chance of a further downgrade in the next 12-18 months. When the United States and France were downgraded, their outlooks remained negative.

But whether growth will return forcefully long enough before the 2015 election to allow voters to appreciate it is now highly uncertain.

Sterling fell by almost a cent to around $1.5160 after the downgrade, just off Thursday's fresh 2-1/2-year low. Analysts said they expected it to fall further on Monday.

Some of the Conservatives' Liberal Democrat coalition partners questioned the political judgment of attaching so much importance to Britain's AAA rating.

"This is a self-inflicted injury for George Osborne," said Matthew Oakeshott, a former Liberal Democrat Treasury spokesman. "To be fair, he was very green in 2009 ... He foolishly erected triple-A status as a virility symbol."

"BLEEDING THE PATIENT"

Cameron, who led his Conservative Party back to office as part of a coalition government after 13 years out of power, risks another year of stagnation and giving his opponents and open goal to aim at.

The Labor Party - which left the biggest peacetime deficit when it lost the 2010 election - called for Osborne's head.

"The medicine is not working so the Chancellor says increase the dose - that's crazy economics. It is like an 18th-century doctor bleeding a patient as they get sicker and sicker," said Ed Balls, the party's main spokesman on finance issues.

But people close to Britain's most powerful two politicians say they are completely aligned. Osborne led Cameron's bid for leadership of the Conservatives and ran the 2010 election campaign. There is little or no chance of him being sacrificed or being forced into a humiliating policy U-turn which would wreck his career.

"Osborne has lots of critics, both inside and outside the party, who are now going to be emboldened by this, but there is no coherent alternative," said Tim Montgomerie, editor of the influential ConservativeHome website.

Though Labor is about 10 percentage points ahead of Conservative Party in polls, surveys show voters trust Cameron and Osborne more than Labor's leader Ed Miliband.

TIME FOR A TWEAK?

Osborne originally gambled that by slashing spending, growth rates of between 2 and 3 percent would kick in from 2013.

But with Britain's banks still recovering from the financial crisis and many of its main trading partners in Europe stuck in recession, his debt targets will be missed. His room for more spending is limited as he tries to avoid pushing up yields on Britain's 1.29 trillion pounds ($1.97 trillion) of debt.

With government spending so restricted, many investors' hopes lie with the Bank of England. Its governor, Mervyn King, this month voted to restart government-bond buying. Although in the minority, his change of heart suggested the bank may be closer than expected to pursuing more stimulus.

If Osborne slows his debt reduction plans, he could upset bond investors and throw his deficit targets further off course.

"We should stick to the plan," said Kwasi Kwarteng, a Conservative lawmaker. "The prime minister would not want to be seen to be panicking, and he's committed to keeping George Osborne where he is."

"But we do also need to look at growth," said Kwarteng, who suggested cutting corporation tax and red tape.

Business lobby the Confederation of British Industry has called for more investment on infrastructure and housing to be funded by more cuts in day-to-day spending. It also expects the government to guarantee more private-sector projects.

Osborne has a chance in his annual budget next month to deliver such tweaks to policy. ($1 = 0.6551 British pounds)

Guess how much Americans spent on their pets last year

LOS ANGELES (AP) -- The economy may have remained sluggish last year but Americans refused to scrimp on their pets, with animal lovers spending upwards of $53 billion on food, veterinary care, kennels and other services in 2012.

That's up 5 percent from 2011, when spending first broke the $50 billion barrier, says the American Pet Products Association, a trade group based in Greenwich, Conn. And APPA President and CEO Bob Vetere predicts another 4 percent gain this year.

At about $34.3 billion, food and vet care represented about two-thirds of total spending, with money spent on supplies and over-the-counter medications rising by more than 7 percent. Spending on the growing market of alternative vet care, such as acupuncture, totaled about $12.5 billion.

Vetere says spending on services like grooming, boarding, hotels and pet-sitting grew nearly 10 percent during 2012 to almost $4.4 billion.

A new kind of lake monster has been found, in the depths of Lake Tahoe: gigantic goldfish. Researchers trawling the lake for invasive fish species scooped up a goldfish that was nearly 1.5 feet long and 4.2 pounds.

"During these surveys, we've found a nice corner where there's about 15 other goldfish," environmental scientist Sudeep Chandra of the University of Nevada, Reno, told LiveScience. "It's an indication that they were schooling and spawning." The arrival of the fish, which were probably dumped there by aquarium owners, has Chandra worried ? goldfish are aninvasive species?that could interfere with Lake Tahoe's ecosystem.

It's unclear whether the giant fish were introduced as fully grown adults, or while they were still small, Chandra said. But even a small creature can have a big impact, if there are enough of them.

The goldfish are just one of several species of invasive warm-water fishes in?Lake Tahoe. "The invasion is resulting in the consumption of native species," Chandra said. Fish out of water

Aquarium dumping has become a common practice in the United States and elsewhere, and it's taking a toll on native wildlife. A recent reporton?California's aquarium trade?found that fish owners and importers are introducing hardy, nonnative aquatic species to California waters. "Globally, the aquarium trade has contributed a third of the?world's worst aquatic and invasive species," Williams, who was lead author of the report, told OurAmazingPlanet, a sister site of LiveScience, in January.

While the exact number of aquarium owners dumping fish is unknown, scientists know the practice is occurring because these species could not have ended up in these waters naturally. Between 20 percent and 69 percent of fish keepers surveyed in Texas admitted to dumping, according to Williams.

Other ways that invasive species find their way into natural ecosystems include aquaculture, live seafood, live bait, and fishing and recreation vessels. More than 11 million nonnative marine organisms representing at least 102 species arrive at ports in San Francisco and Los Angeles alone, Williams has found.

The invaders include tropical fish, seaweed and snails. One of the nastiest is a deadly type of seaweed known asCaulerpa. A type of?algae that produces toxic compounds?that kill off fish,?Caulerpa?was eradicated in 2000 (at great expense) from lagoons in Southern California.

Aquarium owners should be more careful when disposing of unwanted fish and other animals, Williams cautioned. "It's pretty simple: Don't dump your fish," she said. Instead, she suggests calling the pet shop that sold the fish or your state department of fish and wildlife. (Euthanasia is another option, but simply flushing fish down the toilet can be problematic ? for the fish and for your plumbing.)

So why do people dump fish? Studies of dumping have shown that size and aggressiveness of the fish are two main factors, Williams said.

The?largest pet goldfish, according to the BBC, was a fish named Goldie that was 15 inches (38 cm) long and weighed more than 2 pounds (0.9 kg).

Pope's Twitter account to exit with him

At the same time as Pope Benedict XVI leaves office on February 28, his Twitter presence as @Pontifex will also come to an end, according to Vatican Radio.

The news may come as a sad blow to the more than 2 million people who've signed up to follow his tweets in nine languages since his account was launched with fanfare two-and-a-half months ago.

About 1.5 million of those people follow the English language feed, with nearly 700,000 following him in Spanish and just short of 335,000 in Italian. About 22,500 people follow @Pontifex in Latin.

The account will be closed to coincide with the 85-year-old pope's formal departure from office at 8 p.m. local time, Vatican Radio said.

"It seems unimaginable that one could continue to use a communication tool so popular and powerful during the 'sede vacante' period," Vatican Radio said, referring to the time during which the seat will be empty.

"From choice, the Pontifex profile was not personalized, but it clearly refers to the person of the pope."

It's not yet clear whether whoever is chosen to succeed Benedict, who cited the frailty of age as the reason for his departure, will also use Twitter to reach out to some of the 1.5 billion Roman Catholics around the world.

On Feb. 10, the day before the pope announced his shock resignation, @Pontifex tweeted: "We must trust in the mighty power of God's mercy. We are all sinners, but His grace transforms us and makes us new."

Only two tweets have been posted since in English, both relating to the Lent period.

According to Vatican Radio, Benedict is likely to offer his last tweet on Feb. 27, the same day that he will give his final general audience to huge crowds expected to gather in St. Peter's Square in Vatican City.

Genomic detectives crack the case of the missing heritability

Feb. 22, 2013 ? Despite years of research, the genetic factors behind many human diseases and characteristics remain unknown. The inability to find the complete genetic causes of family traits such as height or the risk of type 2 diabetes has been called the "missing heritability" problem.

A new study by Princeton University researchers, however, suggests that missing heritability may not be missing after all -- at least not in yeast cells, which the researchers used as a model for studying the problem. Published in the journal Nature, the results suggest that heritability in humans may be hidden due only to the limitations of modern research tools, but could be discovered if scientists know where (and how) to look.

"The message of our study is that if you look hard enough you will find the missing heritability," said the senior researcher, Leonid Kruglyak, Princeton's William R. Harman '63 and Mary-Love Harman Professor in Genomics and a Howard Hughes Medical Institute Investigator. Kruglyak worked with first author Joshua Bloom, a Princeton graduate student; Wesley Loo, a 2010 Princeton graduate now a graduate student at Harvard University; Thuy-Lan Lite, Class of 2012, who is working at the National Institutes of Health for a year before starting graduate school; and Ian Ehrenreich, a past Princeton postdoctoral researcher now at the University of Southern California.

"We don't think there is some fundamental limitation -- such as that there are things we don't understand about how genes behave -- that is holding us back," Kruglyak said. "Instead, we should be able to detect the heritability in humans if we use the right tools."

Passed down from parent to child, genes determine not only eye color and other physical characteristics but also the risk of diseases. Some inherited diseases are caused by a mutation in a single gene. These single-gene disorders have well-defined patterns of inheritance that can be used to predict the chances that an individual will inherit the disease.

However, many diseases and physical traits arise due to multiple genes, multiple locations within genes, and even the regions of DNA between genes. Across the genome -- which is an individual's total genetic content -- small variations in DNA code can, when added together, increase or decrease the likelihood that a person will develop a disease or characteristic.

Height, for example, results from variations in DNA at multiple locations on the genome. Researchers have detected about 180 locations in the human genome where small alterations in the DNA code can have an influence on how tall or short a person is. Nonetheless, these locations account for only 13 percent of the expected contribution genetic code has on a person's height.

Type 2 diabetes also has missing heritability: About 40 identified genome locations are associated with the risk of developing the condition, but those account for only 10 percent of the estimated genetic influence. Finding the missing heritability for diseases like type 2 diabetes, Crohn's disease and schizophrenia could help inform prevention and treatment strategies.

In the present study, the researchers scanned the genomes of yeast cells for DNA variations -- which can be thought of as spelling errors in the four-letter DNA code -- and then matched those variations with qualities or characteristics inherited from the cells' parents. The researchers detected numerous DNA variations that, when added together, accounted for almost all of the offsprings' inherited characteristics, indicating that there was very little missing heritability in yeast.

Although the search for heritability was successful in yeast, finding missing heritability in humans is far more complicated, Kruglyak said. For example, interactions between genes can contribute to heritable traits, but such interactions are difficult to detect with genome-wide association studies (GWAS), which are the primary means by which geneticists look for DNA variations associated with diseases or traits. In addition, environmental factors such as nutrition also can influence gene activity, and these influences can be elusive to the genome-wide study. GWAS also may be inadequate at detecting common DNA spelling errors that have only small effects, or it may fail to find DNA variations that have a large effect but are rare.

The study sheds light on the role of nature (genetic factors) versus nurture (environmental factors) in determining traits and disease risk, according to Bert Vogelstein, director of the Ludwig Center at the Johns Hopkins University School of Medicine and a Howard Hughes Medical Institute Investigator.

"The nature versus nurture argument has been brewing for decades, both among scientists and the lay public, and 'missing heritability' has been problematic for the 'nature' component," said Vogelstein, who was not involved in the Princeton study.

"This beautiful study demonstrates that the genetic basis for heritability (nature) can be precisely defined if extensive, well-controlled experiments can be performed," Vogelstein said. "Though the results were obtained in a model organism, I would be surprised if they didn't apply, at least in part, to higher organisms, including humans."

Kruglyak said that one approach to finding the missing heritability in humans might be to apply genome-wide scans to large families, rather than focusing on large populations as is currently done. Family studies take advantage of the fact that the same genetic variations will be more common in families -- and thus easier to detect. However, the disadvantage of family studies is that the detected genetic variations may not be widespread in the population.

For the study in yeast, the team examined the offspring of two yeast cells, one that is commonly used in laboratory studies and the other in wine making. Although yeast usually reproduce asexually, under certain conditions, such as lack of food, two yeast cells will mate and produce offspring that, like human children, receive roughly half their genetic material from each parent. "Our study involves thousands of 'kids' from a single set of parents," Kruglyak said.

The team first sequenced the genomes of the two parent cells and then conducted scans for DNA variations in the genomes of 1,008 offspring. Yeast do not inherit height or disease risk from their parents, but they can inherit the ability to survive in adverse conditions. The researchers tested the parents and their offspring for the ability to grow under various conditions, including different temperatures, acidity levels, food sources, antibiotics, metal compounds, and in drugs such as caffeine.

The researchers then looked for associations between the DNA variations inherited from the parents and growth ability, and determined that the DNA variations accounted for nearly all of the resilience noted in the offspring.

Zendesk Acknowledges Cyberattack; Sites Included Twitter, Tumblr, Pinterest

Earlier Friday, the Department of Homeland Security posted a warning about ?ongoing malicious cyber activity? against the U.S. government, as well as many private enterprises. ?The apparent objective of this activity has been the theft of intellectual property,? the warning said. Other data sought includes intellectual property, trade secrets and sensitive business information.

The department urged network administrators to contact it for more information. The posting came after computer security specialist Mandiant, a contractor to New York Times Co. (NYSE:NYT), published a report linking a unit of China's People's Liberation Army to cyberattacks on U.S. sites.

The website also said it was ?working with authorities to bring anyone involved to justice.??

Separately, Twitter, Tumblr and Pinterest notified customers of the attacks. The sites said they didn?t believe other confidential data like passwords had been compromised, although some phone numbers may have been accessed.

Zendesk?s announcement comes in a week when major consumer sites including Facebook (NASDAQ:FB) have acknowledged cyberattacks. Others, including Apple Inc. (NASDAQ:AAPL) and Google Inc. (NASDAQ:GOOG)? have reported being cyber targets as well.

Apple released a patch late Thursday for its Java OS X Lion and other software. Google released a patch to Google Chrome that it said could handle vulnerabilities.

Zendesk was established in Denmark in 2007 by programmers seeking to offer one of the first cloud-based services. Last year it raised $60 million in venture capital from various specialty companies and Goldman Sachs (NYSE:GS).
